Eduardo Neale-Silva Scholarship Fund

Thank you for your interest in the Eduardo Neale-Silva Scholarship Program. Professor Eduardo Neale-Silva created a permanent and special bond between his homeland, Chile, and his adopted educational homeland, the University of Wisconsin-Madison.

On this webpage you will find a bit of the history about the Neale-Silva Scholarship Program, who is eligible, and what criteria one must meet to qualify for the scholarship. We have also included an application cover sheet that contains a list of the items you must send to make your application packet complete.

We have also included some material about the Neale-Silva selection committee, who is eligible to be on the committee, and how applications are reviewed. Applications are due on March 1, and are reviewed within 2 weeks of the application deadline. We hope this material gives you all the basic information you need to apply for the scholarship.

Eduardo Neale-Silva Memorial Scholarships History

Eduardo Neale-Silva was born in Talca, Chile, in 1905. He entered the University of Chile in Santiago when he was 16 and soon graduated as an English major. A friend attending a university in the U.S. decided to return to Chile and recommended that Eduardo Neale-Silva replace him. So at the age of 20, Neale-Silva joined the Romance Language Department at the University of Wisconsin-Madison, where he continue to work for 51 years.

Professor Neale-Silva recognized the fortune he had in finding his way to Madison, but he also knew that hard work was required to build the opportunity. He began to teach, and he worked to complete his graduate studies at the same time. As an instructor he enjoyed the students, but he was impatient with those who did not put their hearts into their studies and work.

Professor Neale-Silva produced many text books and readers for undergraduate and high school classes that are used throughout the U.S. Proceeds from these books were invested and are now used for scholarships to bring young Chileans to study at the University of Wisconsin-Madison for up to one year.

Professor Neale-Silva specified in his will that beneficiaries should (1) be involved in practical fields of science and technology, and (2) return to work in Chile so that this country would benefit in the future.

Terms and Conditions for Administration
of the Eduardo Neale-Silva Scholarship Fund

The Estate of Eduardo Neale-Silva has established with the University of Wisconsin Foundation the Eduardo Neale-Silva Scholarship Fund. The primary purpose of this fund is to provide scholarships to students from Chile, that is, residents of Chile of Chilean nationality, to permit them to attend the University of Wisconsin-Madison.

The terms and conditions of the Eduardo Neale-Silva Scholarships are the following:

  1. Qualified recipients must be students in technological or scientific fields. Studies in the humanities will not be supported.
  2. Recipients shall have completed at least three years of college or university studies. Alternatively, graduates of advanced technical schools may qualify if they are admissible as College Special Students at the University of Wisconsin-Madison.
  3. Scholarships shall be granted initially for a period of no more than one year. For meritorious reasons a scholarship may be extended for an additional term of one year, but none may exceed a total period of two years.
  4. Recipients must possess sufficient command of English to participate in University studies.
  5. Recipients shall be selected by a screening committee appointed by the University of Wisconsin-Madison.
  6. The scholarship may pay round-trip transportation between Chile and Wisconsin, tuition at the University of Wisconsin-Madison, and living expenses, according to the needs of the individual recipient. No expenses of dependents shall be paid from this fund.
  7. The availability and method of application therefore shall be made known to prospective candidates in Chile.
  8. Scholarships from this fund shall be described as Eduardo Neale-Silva Memorial Scholarships.

In order to assist the UW Foundation in meeting obligations in the administration of this fund, the College of Engineering and the College of Agriculture and Life Sciences have established the following guidelines for implementation of the Scholarship Program:

The Neale-Silva Scholarship Program shall be administered by International Engineering Studies and Programs (IESP) in consultation with International Agricultural Programs and in cooperation with the Office of Financial Aids. IESP shall publicize the availability of the scholarship for Chilean students by notifying Chilean universities, scientific and training agencies in Chile, and departments on the Madison campus in relevant fields.

Candidates for the scholarship shall be asked to submit the following documentation: college transcripts, either Graduate School or College Special Student application forms, three letters of recommendation, and a written statement indicating their professional objectives and a proposed plan for studies at Wisconsin. Applications will be due in Madison by March 1 for awards beginning the following June or September. When appropriate to their educational situation and professional objectives, scholarship recipients may affiliate with the UW as Honorary Fellows or trainees rather than students.

The Neale-Silva Scholarship Selection Committee shall consist of the Associate Deans responsible for international programs in Engineering and CALS, or their designated representative. Additional members may be invited to participate as needed to evaluate the applicants and their proposed programs.

The selection Committee shall consider the following criteria in making awards:

  1. Academic ability of the applicants.
  2. Potential of the candidate, and the proposed program, to contribute to Chile's scientific and technological development.
  3. Compatibility of the student's study plans with programs available at UW-Madison.
  4. Willingness of an appropriate host department to accept the student.

In addition, the Committee will consider favorably candidates from Chilean institutions with which the UW has formal or informal cooperative agreements in order to promote the University's international mission. The Committee will recognize the intent of Eduardo Neale-Silva to support students who would not otherwise be able to study at UW, but it will also attempt to increase the number of participants by providing partial support to qualified candidates who have other sources of partial support. Furthermore, it will strive to maintain a balance among various fields of study.

Scholarship is intended to permit the recipients thereof to pursue studies in technological or scientific fields, not in the humanities. Basic area to be considered include but are not limited to the following:

  1. Agriculture and all life sciences: Agronomy, Genetics, Plant Pathology, Soils, Wild Life, etc.
  2. Biochemistry
  3. Biology
  4. Ecology
  5. Environmental Studies
  6. Family Resources and Consumer Sciences
  7. Engineering
  8. Health Sciences
  9. Hydraulics
  10. Hygiene and Health Programs
  11. Meat and Animal Science
  12. Medicine and Health
  13. Mining and Metallurgy
  14. Natural Resources: Forestry, Fisheries, Wild Ecology, etc.
  15. Nursing
  16. Nutritional Sciences
  17. Oceanography
  18. Pharmacy
  19. Soil Science
  20. Space Sciences
  21. Technological derivations of all kinds: Fermentation, Forest Products, Dairy, Canning, Tanning, etc.
  22. Physical Sciences
  23. Psychiatry
  24. Veterinary Sciences
  25. Agricultural Economics
  26. Commerce
  27. Computer Science
  28. Economics
  29. Industrial Relations; Production Management
  30. Labor Relations

Basic areas to be excluded from consideration in scholarship awards include but are not limited to the following:

  1. Communications (Except Corrective Speech)
  2. Anthropology
  3. Education Fine Arts
  4. History, including the History of Science
  5. Home Economics
  6. Journalism
  7. Languages and Literature, as well as related areas such as Linguistics and Phonetics
  8. Law
  9. Library Science
  10. Mathematics (Except Mathematical Research)
  11. Military Science
  12. Psychology (Except Clinical and Experimental Psychology)
  13. Military Science
  14. Public Administration
  15. Publicity and Advertising
  16. Physical Education
  17. Sociology (Except Urban Planning, Cooperatives)

Other Terms and Conditions:

  • The scholarships shall initially be for the term of one year but may be renewed for a second year contingent upon the recipient's performance. Scholarship may not exceed two years.
  • Should there be insufficient income earned by the Fund, no scholarship shall be awarded in any given year.
  • Scholarship awards may include payment of the recipient's round trip transportation expenses, tuition, books, living expenses, etc. However, the scholarship cannot be used for the transportation, support or maintenance of recipient's dependent(s).
